Do regional leaders really run in packs?

Is the war on terrorism the globe’s first network war?

Those are a couple of the questions our Citistates Associate, Camille Barnett, posed in a recent speech (to the Regional Leadership Institute in Atlanta). In a way, it’s the same-old — our Citistates colleagues are iconoclasts by trade, irrepressibly out-of-the-box analysts. But Camille seems to be hitting on all cylinders as she poses a new formula for sustainable regional leadership: track the indicators, capture the codes, follow the money, and govern the net.

Govern the net? It’s almost a contradiction in terms. But check out Camille’s speech and you’ll see how to make the ostensibly ungovernable your ally.
