In the world of intergovernmental relations, David Warm, chief executive of the Mid-America Regional Council, is known one of the most perceptive and creative of all directors. Calm but inevitably insightful, he brings an informed and thoughtful perspective to the practical and public policy dimensions of advancing metropolitan regions’ performance, their inter jurisdictional problem solving, and regional leadership.
In his position as executive director of MARC, an organization encompassing the two Kansas Cities, 118 other municipalities and nine counties spanning a bistate area of 2 million people, Warm leads key planning and community-development initiatives. MARC’s programs are widely admired for their innovation and effectiveness in areas that include transportation, environmental protection, emergency management, aging services, early education and local government cooperative services. Warm has been the organization’s director since 1990.
Prior to joining MARC, Warm was city administrator at Liberty, Missouri, and also served in administrative positions with the city of Kansas City, Mo. He is active in many civic groups and initiatives, both locally and nationally. He is a Fellow of the National Academy of Public Administration and a recipient of the prestigious Walter Scheiber Leadership Award of the National Association of Regional Councils (NARC) for making a significant impact in his region and at the national level. He is a board member of the Alliance for Regional Stewardship, the Kansas City Design Center and Swope Community Enterprises.
